From cracking down on fraudulent use of government programs, to consolidating office space, to ending overtime abuse, Governor Scott Walker's bipartisan Commission on Waste, Fraud and Abuse identified more than $400 million in savings for taxpayers.  Some of the recommendations have already been implemented, saving tens of millions of dollars.  In his 2012 State of the State Address, Gov.
